Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting requires executable files requesting elevation to pass trusted-publisher signature validation. It is disabled by default on Windows clients. Enabling it blocks unsigned administrative tools and helps enforce publisher trust, but requires a managed certificate trust chain and can disrupt internally developed utilities.
