Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting chooses how standard users respond when an operation requires elevation. The default on Windows clients is to prompt for administrator credentials. Automatically denying requests reduces social-engineering exposure, whereas credential prompts permit approved administration but expose an interactive elevation path.
