Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting makes a domain controller refuse machine-account password changes requested by domain members. It is disabled by default. Enabling it weakens normal trust-secret rotation and can create authentication or replication inconsistencies, so it should only address a narrowly controlled requirement.
