Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting requires domain secure-channel traffic to be signed or encrypted. It is enabled by default. The requirement protects trust traffic from modification or disclosure, but domain controllers that cannot negotiate either protection are rejected.
