Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting asks a domain member to encrypt secure-channel traffic whenever the domain controller supports encryption. It is enabled by default. Encryption protects confidentiality; disabling it weakens negotiated protection and is only relevant to compatibility with obsolete domain components.
