Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting redirects writes from legacy applications away from protected file and registry locations into per-user stores. It is enabled by default on Windows clients. Disabling it gives failures clearer semantics for modern applications, but can break older software that expects administrative write access.
