Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting prevents Credential Manager from storing passwords and credentials for later network authentication. It is disabled by default. Enabling it reduces reusable credential material on the device, but scheduled tasks, services, and applications that rely on stored credentials may fail.
