Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting stops the system when Windows can no longer write security audit events. It is disabled by default. Enabling it preserves a fail-closed audit posture, but a full or damaged security log can cause an availability outage and require administrative recovery.
