Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting includes use of the Backup and Restore privileges in privilege-use auditing. It is disabled by default because these operations can generate many events. Enabling it improves visibility into powerful data-access paths but may add substantial security-log noise.
