Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting permits minimum-password-length policy to use values above the legacy 14-character limit. It is disabled by default on systems retaining legacy behavior. Enabling it is necessary before enforcing a longer minimum, but policy compatibility and password-reset tooling should be tested first.
