Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting controls whether users can add Microsoft accounts or use them to sign in. The policy is disabled by default. Blocking account addition or sign-in can reduce consumer identity use, but may disrupt applications and services that depend on a Microsoft account.
