Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting records an audit event when a new or changed account password is shorter than the configured audit length. A value of zero disables this auditing and is the default when no audit threshold is configured. It provides deployment insight without rejecting the password, but useful monitoring requires the related audit events to be collected.
