Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This security setting determines which users or groups have permission to log on as a Remote Desktop Services client. Default: On workstation and servers: Administrators, Remote Desktop Users. On domain controllers: Administrators. Important This setting does not have any effect on Windows 2000 computers that have not been updated to Service Pack 2.
Local security policy
SeRemoteInteractiveLogonRight This setting has no registry key. It is stored in the local security database (LSA) and is configured through the Group Policy console or secpol.msc.
