Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting is used by Credential Manager during Backup/Restore. No accounts should have this privilege, as it is only assigned to Winlogon. Users saved credentials might be compromised if this privilege is given to other entities.
Local security policy
SeTrustedCredManAccessPrivilege This setting has no registry key. It is stored in the local security database (LSA) and is configured through the Group Policy console or secpol.msc.
