Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This security setting determines which accounts can use a process with Write Property access to another process to increase the execution priority assigned to the other process. A user with this privilege can change the scheduling priority of a process through the Task Manager user interface. Default: Administrators.
Local security policy
SeIncreaseBasePriorityPrivilege This setting has no registry key. It is stored in the local security database (LSA) and is configured through the Group Policy console or secpol.msc.
