Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting supplies the body of the notice users must acknowledge before interactive sign-in. It is blank by default. An approved notice can communicate acceptable-use or legal terms, but malformed or excessive text can hinder sign-in and accessibility.
