Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting determines whether users must press CTRL+ALT+DEL before signing in. It is disabled by default on domain-joined computers, so the secure attention sequence is required. Enabling it simplifies sign-in but makes it easier for malicious software to imitate the credential prompt.
