Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options\Interactive logon Description
This setting specifies how many seconds of inactivity elapse before Windows locks the interactive session. The policy is not enforced by default on Windows clients. A shorter limit reduces exposure from unattended sessions, while an overly short limit interrupts users and automated foreground activity.
