Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting supplies the title of the notice displayed before interactive sign-in. It is blank by default. Organizations can use it with the message-text setting for an approved legal notice, but a long title can impair the sign-in experience.
