Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting controls the encryption level required by the Windows LDAP client. The default is to negotiate protection when the server supports it. Requiring protection prevents clear or insufficiently protected LDAP traffic, but connections to incompatible directory servers will fail.
