Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting allows PKU2U authentication requests to use online identities when authenticating to this computer. It is disabled by default on Windows clients. Enabling it supports peer authentication scenarios that use online identities, but broadens the credential types accepted by the computer.
