Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting requires live domain-controller authentication before a domain user can unlock a workstation. It is disabled by default, allowing cached credentials to unlock the session. Enabling it strengthens revocation enforcement but can leave users unable to unlock when the network or a domain controller is unavailable.
