Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting makes the SMB server negotiate packet signing with clients that support it. It is enabled by default on domain controllers and commonly enabled on current Windows systems. Signing protects traffic integrity, while clients that do not support it remain compatible unless signing is also required.
