Default setting is 1. If this policy is set, the client will use the specified mode for web request rate limiting. The value range is 0 to 3: 0 disables client-side web request rate limiting, 1 enables telemetry only, 2 enables rate limiting without telemetry, and 3 enables both telemetry and rate limiting. If this policy is not set, client will use the default setting.
