Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting exposes the shutdown command on the sign-in screen. It is enabled by default on client computers and disabled by default on domain controllers. Disabling it prevents an unauthenticated person at the console from shutting down the system, but can complicate legitimate physical maintenance.
