Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting permits Recovery Console commands to copy removable-media data and access all drives and folders. It is disabled by default. Enabling it broadens recovery capabilities, but also broadens offline data access for an operator at the console.
