Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting makes object names case-insensitive for non-Windows subsystems. It is enabled by default. Disabling it can introduce inconsistent object-name behavior and compatibility problems without providing a typical security benefit.
