Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting applies Admin Approval Mode to the built-in Administrator account. It is disabled by default, so that account normally runs with its full administrative token. Enabling it adds consent behavior and reduces silent elevation, but can affect recovery or legacy procedures that rely on unrestricted execution.
