Security policy
This is a Security Options policy (Windows Settings > Security Settings), applied by the security engine — not an Administrative Template (ADMX). In GPMC/gpedit it is configured under Local Policies > Security Options.

This setting defines computer-wide DCOM launch and activation permissions in SDDL form. If it is not configured, Windows uses its built-in machine launch restrictions. Overly permissive entries enable unwanted remote activation, while restrictive entries can stop dependent services and applications.
