Hide toast and activity center notifications that prompt users to sign in to the OneDrive sync app with existing credentials

Description

If admins enable this setting (value 1), the user won't see the toast and the activity center message about new accounts that can be used to sign-in with OneDrive. If admins disable (value 0) or do not configure this setting, the user will see the toast and the activity center message when OneDrive detects a new account on the device.
