Path in the GPO console
Computer Configuration\Administrative Templates\Windows Components\Internet Explorer\Internet Control Panel\Security Page\Restricted Sites Zone User Configuration\Administrative Templates\Windows Components\Internet Explorer\Internet Control Panel\Security Page\Restricted Sites Zone Description
This policy setting allows you to manage whether users may download signed ActiveX controls from a page in the zone. If you enable this policy, users can download signed controls without user intervention. If you select Prompt in the drop-down box, users are queried whether to download controls signed by publishers who aren't trusted. Code signed by trusted publishers is silently downloaded. If you disable the policy setting, signed controls cannot be downloaded. If you do not configure this policy setting, signed controls cannot be downloaded.

Export Builder
BETAConfigure the state, scope and options, then generate .reg, PowerShell, Intune and SCCM outputs — or add the setting to a multi-setting collection.
These exports write the registry — this is not a managed GPO. ⓘ
Applying both scopes creates an ambiguous configuration (computer takes precedence over user). Only do this intentionally.
