  • Allow all sites to show pop-ups -> 1
  • Do not allow any site to show pop-ups -> 2

Description

Setting the policy to 1 lets websites display pop-ups. Setting the policy to 2 denies pop-ups. Leaving it unset means BlockPopups applies, but users can change this setting.
